The focus is God showing Himself to us in His creation (v19-20), so that we intuitively know He is there, but we lie to ourselves (v25) to suppress our knowledge of Him. I’ll conclude that although God reveals Himself to us through creation, nature is not loving. However God is loving and proved that love with Jesus defeating in on the cross and defeating death through the resurrection.
